Tlingit & Haida Adopts Gaming Ordinance to Establish Tribal Gaming Framework
The Central Council of the Tlingit & Haida Indian Tribes of Alaska has adopted Title 24 – Gaming Ordinance, creating the legal and regulatory framework necessary to govern gaming activities conducted under Tribal authority.

The ordinance establishes the Tribe’s authority to regulate, license and oversee gaming operations on Tribal lands in accordance with the Indian Gaming Regulatory Act (IGRA) and Tribal law. The ordinance also creates two key regulatory bodies: the Tlingit & Haida Tribal Gaming Agency, which will oversee day-to-day regulation and licensing, and the Tlingit & Haida Tribal Gaming Commission, an independent quasi-judicial body responsible for hearing appeals and ensuring accountability.

The Gaming Ordinance outlines licensing requirements for gaming facilities, employees, vendors and management contractors; establishes background investigation standards; sets audit and compliance requirements; and provides enforcement mechanisms to protect the integrity of gaming operations.

The ordinance reinforces Tlingit & Haida’s commitment to operating gaming activities in a fair, honest and transparent manner while safeguarding public health, safety and the Tribe’s sovereign interests.

Under the ordinance, net gaming revenues may only be used to support Tribal government operations and programs, promote economic development, provide for the general welfare of the Tribe and Tribal citizens, donate to charitable organizations, and to help fund operations of local government agencies. Revenues may not be distributed as per capita payments to Tribal citizens.

The Gaming Ordinance was amended and approved by the Executive Council on October 25, 2024, and serves as a foundational component of the Tribe’s long-term economic development and gaming initiatives.

BINGO RULES

All plays and pays are determined solely by bingo game play. Reel display is for entertainment only. Malfunction voids all plays and pays. A new bingo game is started when two players request to join a game. Players join a game by purchasing a unique bingo card. The bingo card is randomly selected at the time of purchase and assigned to the player. Bingo card is valid only once in any game. As a game begins, 75 balls numbered 1 – 75 are drawn and distributed to players in the order of the balls drawn. The system will either assign the player to an active bingo game, or pair the player up with a second player to initiate a new bingo game. If a bingo game is to be started, a new ball draw is called for that game. The same ball draw is distributed to all players upon joining a game.

PROGRESSIVE RULES

All players are eligible to win a progressive prize if a progressive is enabled and the bet is eligible for a prize. All players’ cards are automatically evaluated against any eligible progressive patterns to determine if a player has won additional prizes. Only the highest ranked progressive pattern matched per player is paid. Progressive prizes are awarded based only on patterns matched within the first 65 balls released.
